Every year, Kostanay State University named after A. Baitursynov holds scientific conferences in honor of the Day of Science, which is celebrated on April 12 in Kazakhstan. This year was no exception, despite the fact that a state of emergency has been introduced in the country.
On April 15, the University launched the Week of Science, and it began with an interdisciplinary round table on the topic "Digital law: features of the study and theoretical modeling of new legal institutions in the context of strengthening the digitalization trend" and was held online on the TrueConf platform.
Among the participants of the online seminar was Irina Sulimenko, Director of AGRI KAC LLP, who spoke about global trends and domestic experience in the field of digitalization, about the demand for specialists in the field of cybersecurity. In turn, Yerkin Kurmanalinov, a postgraduate student of Tambov State University named after G. R. Derzhavin, a graduate of Kostanay State University, shared the results of his dissertation research on modeling a new complex branch of "digital law", the prerequisites for which have been created in Kazakhstan in the field of law enforcement, in criminal proceedings, where electronic criminal cases have been introduced. He also stressed that it is important not to lag behind in the timely development of a new branch of law - digital law.
The transformation of the legal system will primarily affect the Basic Law. This was also emphasized by Rashit Nurmagambetov, Associate Professor of the Kostanay branch of Chelyabinsk State University. He noted that it is important to consider the phenomena of "digitalization" and the Constitution of the Future in close interrelation.
The moderator of the online round table, Director of the Institute of Fundamental Research Alimzhan Bekmagambetov, stressed that the relevance of the topic is primarily due to the fact that the Head of State at a recent meeting of the State Commission on Emergency in connection with the coronavirus pandemic focused on the need to revise the Digital Kazakhstan state program. Digital law is one of the areas of fundamental research of the university.
Further, within the framework of the Week of Science, at the initiative of the Institute of Fundamental Research, a guest video lecture was recorded by Bulatbek Shnarbayev, Doctor of Law, Associate Professor, graduate of the Karaganda Higher School of the Ministry of Internal Affairs of the USSR, laureate of the title "Associate Professor of the Year in Law".
Bulatbek Shnarbayev is the author of over 130 scientific and methodological works on criminal, criminal procedure, criminal executive law, law enforcement, the developer of a number of draft laws, he actively participates in joint projects of the university's scientific schools, including in a modern format. This lecture can be very useful for both students of the specialty "jurisprudence" of Kostanay State University, and teachers, as he has been sharing his professional experience for many years.
Within the framework of the Week of Science, the Department of Technology for the Production of Livestock Products held a webinar on the topic "Effectiveness of the implementation of scientific projects". Many employees of this department, undergraduates, doctoral students are part of the scientific school of the honorary professor of the university, Doctor of Agricultural Sciences, Professor Doskali Naimanov. The webinar from the leading school and department was useful both for scientists involved in ongoing grant projects and contractual developments, and for those who plan to participate in them in the future.
