On March 26, 2021, the P. Chuzhinov Institute of Economics and Law of A. Baitursynov Kostanay Regional University held an online International Scientific and Practical Conference "Actual Problems of Lawmaking and Law Enforcement in the Republic of Kazakhstan", timed to coincide with the 30th anniversary of Independence of the Republic of Kazakhstan and the 100th anniversary of the birth of Academician Salyk Zimanov.
The conference was attended by leading scientists from universities of Kazakhstan, Russia, Belarus and Ukraine: the Russian State University of Justice, South Ural State University (Chelyabinsk), Orenburg State University, Saratov State Law Academy, Khakass State University named after N.F. Zhansugurov, NJSC "Astana Medical University", Karaganda Economic University of Kazpotrebsoyuz, Kostanay branch of Chelyabinsk State University, Kostanay Regional University named after A. Baitursynov, Academy of Law Enforcement Agencies under the Prosecutor General's Office of the Republic Kazakhstan, the Almaty Academy of the Ministry of Internal Affairs of the Republic of Kazakhstan named after M. Yesbolatov, the Kostanay Academy of the Ministry of Internal Affairs of the Republic of Kazakhstan named after Sh. Kabylbayev, the International Taraz Innovation Institute, as well as heads and employees of law enforcement agencies of neighboring countries.
The special guest of the conference was the Deputy Chairman of the Committee of the Penitentiary System of the Ministry of Internal Affairs of the Republic of Kazakhstan, Candidate of Law, Associate Professor, Colonel of Justice E.A. Salamatov, who took an active part as a speaker and participant in the discussion.
The conference was attended by well-known scientists - a recognized expert in the field of financial, banking and customs law, Doctor of Law, Professor Pastushenko E.N. (Saratov State Law Academy), specialists in the field of criminal, criminal-executive, criminal procedure law - Doctor of Law, Professor Skakov A.B. (L.N. Gumilyov ENU), Doctor of Law, Associate Professor Shnarbayev B.K. (KRU named after A. Baitursynov).
The event was moderated by the Director of the Institute of Economics and Law named after P. Chuzhinov, Candidate of Historical Sciences A.N. Tabuldenov, the teaching staff, students, undergraduates and doctoral students of the Institute acted as an audience.
Within the framework of the conference, reports were heard and discussed on the role of the Great Scientist, veteran of the Great Patriotic War, statesman and public figure, Doctor of Law, Professor, Academician of the National Academy of Sciences of Kazakhstan, Honored Scientist of Kazakhstan S.Z. Zimanov in the formation and development of the legal foundations of sovereign Kazakhstan. Participation of the famous scientist in the development of the Declaration of State Sovereignty of Kazakhstan, the Constitutional the law "On the State Independence of the Republic of Kazakhstan", the development of the institution of parliamentarism in Kazakhstan.
During the conference, topical issues of lawmaking, law enforcement practice in the context of the law-forming factor, issues of further improvement of public and private law, constitutional control, judicial and law enforcement systems, digitalization of legal proceedings, features of labor relations during the state of emergency and other quarantine measures in the Republic of Kazakhstan and foreign countries were considered in detail.
All reports of the participants on the results of the conference will be published in the collection of materials in electronic form with the assignment of ISBN.
Such a format of scientific discussions allows us to "compare notes" in the development of legal science and practice in the modern conditions of the development of our states and law enforcement systems, to get acquainted with the developments of domestic and foreign scientists, practitioners, to exchange existing progressive experience, to introduce our students, undergraduates and doctoral students to new knowledge.
