A Unified Understanding of the Principles for Implementing Dual Degree Programs

A training seminar on the development of dual degree programs was held at Akhmet Baitursynuly Kostanay Regional University as part of a project implemented by the British Council.

On March 12, 2026, the conference hall of the main building of the university hosted a training seminar for faculty deans and heads of departments titled “Explanation of the Regulation on Dual Degree Programs.”

The event was organized within the framework of the British Council project aimed at strengthening international academic cooperation and introducing modern models of transnational education.

This seminar became the second event held at the university as part of this project.

The main objective of the meeting was to develop a unified understanding of the principles for designing and implementing dual degree programs, as well as to discuss mechanisms for introducing the relevant institutional regulations at the university.

The participants were welcomed by the Vice-Rector for Academic Affairs of the university, Elmira Nauryzbayeva. She emphasized the strategic importance of developing dual degree programs for the internationalization of the university, improving the quality of educational programs, and expanding academic opportunities for students.

During the seminar, the Head of the Department of Academic Policy and Educational Activities, Gulnara Ismailova, delivered a presentation titled “Dual Degree Programs: Concept, Value, and Challenges.”

The presentation addressed international approaches to the implementation of dual degree programs, their role in the development of transnational education, and their contribution to increasing the competitiveness of universities.

Special attention was given to the importance of adopting an institutional approach to the development of such programs and establishing a comprehensive internal regulatory framework within the university.

A separate part of the seminar was devoted to discussing the lifecycle of developing dual degree programs, including stages from conceptualization and feasibility analysis to monitoring program effectiveness and further improvement.

Heads of departments Olga Bizhanova and Makpal Bekmagambetova presented case studies on the implementation of dual degree educational programs.

They demonstrated existing models of dual degree program implementation and shared the results of their application at the university.

The final part of the seminar focused on the mechanisms for implementing the Regulation on the Development, Implementation, and Support of Dual Degree Programs at the university. This document defines the institutional procedure for designing, approving, and launching joint educational programs with international partner universities.

The seminar helped establish a unified understanding of the principles for developing and implementing dual degree programs, identify key organizational and academic mechanisms for their implementation, and ensure coordinated actions among the university’s structural units.

The outcomes of the event will serve as a foundation for further strengthening internationalization and expanding partnership projects at the university.
