This Is the Foundation of Our Country

Today, a meeting of faculty members and staff of Baitursynuly University was held under the leadership of Rector Seitbek Kuanyshbayev to discuss the draft of the new Constitution of the Republic of Kazakhstan.

“Important, fateful events are taking place in our country. A draft of the new version of the Constitution has been presented,” noted Seitbek Bekenovich. “This is the fundamental law, the foundation of our state. The proposed amendments affect 77 articles, which accounts for 84% of the total content. Our country is independent and continues to develop steadily. It is important to keep pace with the times. This is the first new Constitution in 30 years, and it introduces significant positive changes to the lives of citizens.”

Among the key changes are the introduction of a new unicameral parliamentary model, the expansion of forms of citizen participation in public governance, the transformation of the Assembly of the People of Kazakhstan into the People’s Council of Kazakhstan, the introduction of the position of Vice President, and strengthened protection of intellectual property rights.

“The draft of the new Constitution reflects the vast scale of our Great Steppe,” noted Indira Taltanova, Senior Lecturer of the Department of Theory of State and Law at KRU. “The number of articles has been reduced from 99 to 95. While working on the Constitution, the commission maintained a strong focus on the individual: human values and rights remain at the center. The role of lawyers has also been strengthened, which is important for protecting citizens’ interests.”

Almasbek Absadyk, Head of the Department of Philology and Applied Linguistics at KRU, spoke separately about the significance of the term “Qurultai,” which will be the name of the new Parliament.

“The word ‘quru’ (the root of the term) in Turkic languages means ‘to gather’ or ‘to create,’ such as building a yurt. The ‘uyk’ connects all these elements,” he explained. “Thus, at the Qurultai, we gather to jointly address important issues. May the Qurultai bring only benefit to the people and serve them effectively.”
