State graduate employment programs

Not all graduates can find a job immediately after graduation. The employer is most often interested in hiring an employee with work experience. In this case, the state comes to the aid of yesterday's graduates by implementing the programs "With a diploma to the village", "Youth Practice" and "Youth personnel Reserve".

"With a diploma – to the village"

The State offers jobs in rural areas with appropriate social support. Social support for young professionals includes:

  • provision of a one-time lifting allowance in the amount of 100 MCI;
  • issuance of a budget loan for the purchase and construction of housing for a period of 15 years, with a remuneration rate of 0.01% per annum of the loan amount in the amount of 2000 MCI for specialists who arrived to work in rural settlements and 2500 MCI for specialists who arrived to work in district centers.

Otbasy Bank has been appointed as the operator of the project. The program has been digitized.

The list of demanded specialties in the field of healthcare, education, social security, culture, sports, agro-industrial complex and civil servants of the offices of akims of villages, towns, rural districts is posted on the Real estate Portal Baspana Market otbasybank.kz/programm-bank .

The List indicates the number of service recipients and their specialty, for which social support measures will be provided in the form of a lifting allowance and a budget loan for the purchase or construction of housing for the coming period.

The local representative body (maslikhat) of the district (city of regional significance) annually decides on the provision of social support measures in the form of a lifting allowance and a budget loan for the purchase or construction of housing.

To receive social support measures, you must register on the Real Estate Portal Baspana Market using an electronic digital signature or a certified one-time password and provide the following documents:

1) upon receipt of the lifting allowance:

  • statement;
  • an identity document or an electronic document from the digital document service (for identification);
  • diploma of education or an electronic document from the digital document service (for identification);
  • a copy of the document confirming employment.

2) when receiving a budget loan for the purchase of housing:

  • statement;
  • an identity document or an electronic document from the digital document service (for identification);
  • diploma of education or an electronic document from the digital document service (for identification);
  • a copy of the document confirming employment;
  • a certificate of marriage (matrimony) or an electronic document from the digital document service for married people (for identification);
  • report from the Credit Bureau.

3) when receiving a budget loan for housing construction:

  • statement;
  • an identity document or an electronic document from the digital document service (for identification);
  • diploma of education or an electronic document from the digital document service (for identification);
  • a copy of the document confirming employment;
  • a certificate of marriage (matrimony) or an electronic document from the digital document service for married people (for identification);
  • a report from the Credit Bureau.

When deciding on the provision of social support measures in the form of a budget loan for the purchase or construction of housing, it is necessary to provide the following documents certified with an electronic digital signature or a certified one-time password:

1) when providing a budget loan for the purchase of housing:

  • the act of valuation of the acquired real estate;
  • written consent to co-financing if the cost of the purchased housing exceeds the amount of the budget loan issued.

2) when providing a budget loan for housing construction:

  • the act of valuation of collateral;
  • collateral insurance contract; written consent to co-financing in case of exceeding the cost of housing construction of the amount of the issued budget loan.

Program "Youth Practice" for university graduates

Youth practice is organized for graduates of educational organizations in order to obtain initial work experience in their profession (specialty).

The youth practice is designed specifically for unemployed graduates of educational organizations implementing educational programs of technical and vocational, post-secondary, higher and postgraduate education in their profession (specialty), who have completed their studies for 3 years, and are not older than twenty-nine years.

Youth practice is organized at enterprises and organizations of all forms of ownership.

Youth practice is conducted outside of permanent jobs and outside of vacancies for permanent jobs. Such jobs cannot be created in heavy work, work with harmful and (or) dangerous working conditions.

The number of jobs in youth practice may be unlimited.

The work on youth practice is temporary.

The duration of youth practice is no more than 12 months.

The amount of salary for youth practice is 30 monthly calculated indicators per month from the republican or local budgets.

To participate in the program, a graduate must:

  1. Contact the Employment Center at the Akimat of your city or district.
  2. Register as an unemployed person (no older than 29 years old).
  3. Submit documents:
  • a copy of the identity document;
  • a copy of the work record (if available);
  • a copy of the document confirming the availability of technical and professional, post-secondary, higher and postgraduate education.

In addition, as part of the implementation of the Program for the Development of Productive Employment and Mass Entrepreneurship for 2017-2021, a database of vocational education institutions is being formed and an Electronic Labor Exchange portal has been created.

Program "Youth Personnel Reserve" 

With the support of the Ministry of Education and Science of the Republic of Kazakhstan and PDP Nur Otan, the project "Youth Personnel Reserve" was implemented, intended at identifying, selecting, training and educating the country's managerial personnel from among young talented, active Kazakhstanis.

The implementation of the project involves the identification, selection, training and education of the country's managerial personnel from among young professionals and inclusion in socially significant activities in three areas:

  1. Public service.
  2. Business community.
  3. Socio-political activity.

The qualifying round takes place in several stages:

  • Filling out a questionnaire on the official website of the project, evaluating the questionnaire according to formal criteria (age, education, place of work, professional skills, assessment of intellectual potential, emotional intelligence, essay writing, etc.). According to the results of the initial selection, 300 contestants will be admitted to the next stage.
  • Testing for logic, knowledge of the state language and determination of the psychological picture of the project participant (the schedule and place of testing will be determined after the announcement of the results of 300 contestants who have passed the 2nd stage of selection).
  • The competency assessment interview will determine the best project participants (2 contestants from each region). The interview will be conducted in the regions of the republic by members of the Directorate, regional coordinators, experts from the Bolashak Association and representatives of the PDP Nur Otan.

Furthermore, the contestants undergo training modules, including lectures, seminars, training, master classes, assessment (assessment of professional competencies) with the invitation of leading national and foreign specialists, as well as internships in state and non-state structures.

According to the results of the project, the contestants who scored the highest rating will receive a certificate and will be enrolled in the personnel reserve, which is a recommendation to consider the promotion of a reservist to a higher position when entering the civil service, business and social activities.
