An announcement for the vacant position of the head of the internal audit service

Non-profit joint-stock company «Akhmet Baitursynuly Kostanay Regional University» announces a competition for the vacant position of the head of the Internal Audit Service

Requirements for candidates:

  1. higher professional education in the fields: economics and finance, accounting and audit, financial management, finance and credit;
  2. work experience in the field of audit, accounting or finance - at least 5 years;
  3. experience in management positions - at least 2 years;
  4. knowledge of regulatory legal acts of the Republic of Kazakhstan regulating production and economic activities, including those related to audit activities, accounting and taxation;
  5. knowledge of international financial reporting standards and international internal audit standards developed by The Institute of Internal Auditors Inc, international audit standards (ISAs);
  6. qualification certificate "auditor" obtained in accordance with the Law of the Republic of Kazakhstan "On Audit Activities";
  7. at least 1 of the following:
    - Certified Internal Auditor (CIA),
    - Association of Certified Char-tered Accountants;
  8. preferably possession of state and foreign (s) languages.

Functions:

  1. Conducts an audit and assessment of the indicators of the financial and economic activities of the university;
  2. Evaluates the effectiveness of the use of the university budget;
  3. Conducts an audit of risk management of the internal control system at the university;
  4. Assess the reliability, completeness, objectivity and reliability of the accounting system, information (plans and reports) of the university, as well as assess the rules (principles, methods) used to identify, measure, classify and submit such information (plans and reports) to internal and external users.
  5. Assess the rationality and efficiency of the use of resources, assets, methods (methods) used to ensure their accounting, safety (restoration) and/or security (protection);
  6. Assesses the university's compliance with the requirements of the Law of the Republic of Kazakhstan, internal policies and other documents, as well as the effectiveness of the systems and procedures created and applied to ensure compliance with these requirements;
  7. Analyzes and evaluates the implementation of decisions of university bodies and prescriptions (proposals) of authorized (supervisory) state bodies;
  8. Carries out methodological support and coordination of the internal audit service;
  9. Evaluates the effectiveness of the corporate governance system and the process of its improvement, compliance with ethical standards and values.

Bidder shall submit the following documents:

  1. a copy of the identity document of the Tenderer;
  2. track record of the participant of the competition with color photography time-meter 3 * 4;
  3. copies of documents on education and appendices thereto with presentation of originals for reconciliation;
  4. a copy of the document confirming labor activity approved by the personnel service at the place (current or last) of work;
  5. medical certificate of form No. 075/y, approved by the authorized body in the field of health care, issued no later than one year before the date of submission of documents;
  6. certificate of a neuropsychiatric organization issued no more than one year before the day of submission of documents, in accordance with the law on public services;
  7. a certificate of a narcological organization issued no more than one year before the day of submission of documents in accordance with the law on public services;
  8. a document confirming the absence of a ban on occupation must be in accordance with criminal law;
  9. copies of certificates of retraining or advanced training;
  10. summary (in any form of no more than one page).

Acceptance of documents for participation in the competition is carried out within 10 (ten) calendar days from the date of publication of the announcement.
